IGEN-EA and 1,500+ Partners Submit Joint Memorandum Rejecting the Sovereignty Bill
IGEN-EA and our partners mobilised 1,534 climate rights organisations, biodiversity conservationists, smallholder farmers, fisherfolk, and tourism sector operators who submitted comments on the Sovereignty Bill on April 24, 2026.
These organizations and individuals called on Parliament to reject the Sovereignty Bill, as it could undermine biodiversity conservation and climate action while negatively impacting community livelihoods in the agricultural, tourism, and natural resources sectors.
If enacted, the Bill could also hinder the attainment of the National Development Plan (NDP) IV target of growing Uganda's economy tenfold by FY 2029/2030. Additionally, it risks undermining citizens' constitutional rights to self-determination, as well as their freedoms of association and the right to make a living, among others.
